Rappahannock County zones a whole-home short-term rental as a tourist home. In the C, A, RR-5, R-2, and RV districts, where most homes sit, it needs a $1,200 special exception approved by the Board of Supervisors after a Planning Commission hearing, and the county will not accept the application until you have owned the parcel for at least 2 years. A tourist home is capped at 10 guests in 5 lodging units. Hosts register with the Commissioner of the Revenue every January and collect a 10% lodging tax, filed quarterly.
